Government or Statutory Bonuses are linked to Employment Types. If you want an employee to not receive Statutory Bonuses, you can setup a new Employment Type and remove Statutory Bonuses of the type. You can read more about setting up Employment Types here.

Be careful when amending existing Employment Types, as this will change the settings for all employees with that Employment Type.
